During Dark Reign, Norman Osborn recruits all kinds of D-listers to work for him. Five guys fail utterly. Grim Reaper is imprisoned on the raft and green-lit to be killed because he doesn’t trust Norm. Tiger Shark failed to kill Deadpool. Nekra is Grim Reaper’s girlfriend. Mister Hyde, Grey Gargoyle, and Absorbing Man just don’t like him.
So they form the Lethal Legion.
Wonder Man also joins the group, which doesn’t make a whole lot of sense.
The story is told via flashbacks of the villains telling their story to a lawyer. It attempts to blend a gritty prison story with satire/B-Movie humor, and does a fair job at both. But the characterizations of these villains often feel inconsistent with their extensive pasts. Tiger Shark, in particular, is portrayed as weak-minded and subject to panic attacks. Each of these villains have held their own against some of the strongest heroes in the Marvel universe. It doesn’t make sense that they’re so impotent here.
