The New Avengers believe the false-front engineered by the Agents of Atlas, which is that they are villains in league with Norman Osborn, and so they come after the Agents.
By the end, the New Avengers figure out that AoA are faking being villains.
Fun issue. The last page sets up the next story–Uranian figures out that Osborn is working with a cabal, and that Namora’s cousin–Sub Mariner–is a member of it.
