Marvel's Mad Titan is taking control of one of the most important and powerful organizations in the entire Eighth Cosmos.
After an astonishing encounter with Gorr the God Butcher, the titular hero of Phoenix #5 is left standing as a somewhat begrudging victor, having only solidified her success over her would-be killer by turning him into the beginnings of an entirely new star. This astonishing display of power is more than enough to draw the ire of the Shi'ar warrior known as Gladiator, who stands among the rest of the Galactic Council in the hopes of convincing them to take action against the Phoenix. Surprisingly, he and Perrikus' shared sympathies are apparently enough to sway the vote, as not only do the Galactic Council decide to allow Perrikus to "deal with the Phoenix" on their behalf, they agree to cede power to Thanos in exchange for that purported service.

First introduced as the Intergalactic Tribunal in the pages of 1983's Fantastic Four #262 by John Byrne, the Galactic Council is an organization formed from the brightest and most prominent members of various intelligent species from across the universe. In simplest terms, the Galactic Council is meant to discuss and decide on endeavors related to whatever concerns are most pressing to the universe at large as opposed to any single planet or solar system. In the years since its inception, the Galactic Council has ranged anywhere from tens to hundreds of thousands of individual representatives from just as many worlds.
The Galactic Council has played a key role in numerous storylines over the years, most recently during the Guardians of the Galaxy's accidental inception of and journey through Grootspace. This took place due to a phenomenon known as Grootfall, in which the namesake member of the team became a sort of contagion unto himself. As Grootfall tore its way through the Manifold Territories, the Galactic Council deemed it necessary to strike back at this unrelenting force of nature, never realizing that those who seemingly lost their lives to the Grootfall were in fact never really gone whatsoever.
