After being framed for nuking his hometown of Shelbyville, Indiana, Bucky Barnes has been forced into the shadows once more. Now on the run from Doctor Doom's secret police, the Fulgur Victoris, Bucky and his allies have no choice but to strike back against the self-proclaimed supreme leader of the world through classic guerrilla warfare tactics. Properly introduced in 2023's Incredible Hulk #6 by Phillip Kennedy Johnson and Nic Klein, Sal Romero made a name for himself during the Second World War as a fearless Spirit of Vengeance. Despite having lived, died, fought, and retired decades prior, Sal was reanimated in the modern day by unknown forces so that he could protect a young boy named Leo. This bond was so strong that Sal was able to completely ignore the siren song of the Mother of Horrors, who had called upon all supernatural monsters and beasts to take part in the hunt for the Hulk.

Thunderbolts: Doomstrike takes place right in the middle of Marvel Comics' ongoing One World Under Doom crossover event. The event charts Doctor Doom's rise to power after launching his latest world takeover. After acquiring the mantle of Sorcerer Supreme of Earth, Doom hid away in his Latverian stronghold for months while he amassed further power and set his plan into motion. In a single fell swoop, Doom announced that he was taking over the entire planet, albeit while allowing individual nations to continue operating as they already were, so long as they stayed true to the core tenets of his new regime.

Before the release of Thunderbolts: Doomstrike, writers Collin Kelly and Jackson Lanzing released a statement touching on both the series and the overarching event it is a part of, noting that One World Under Doom is a "Marvel event with brains, heart, and incredible scope." The pair added, "The Thunderbolts are a crucial part of the puzzle: this is the story of what happens when heroes openly oppose Doom... and how they'll have to learn to fight differently if they're ever to make a difference."
