That lady on the cover is NOT Ms. Marvel. It’s Karla Sofen, formerly known as Moonstone and recast as Ms. Marvel to be part of Norman Osborn’s Dark Avengers team.
The last arc ended with Carol Danvers’ public “death,” and the next issues focus on Sofen’s adventures as the titular hero.
Sofen is a character who is fairly undeveloped, so in the first of the Dark Reign issues, author Brian Reed gets to explore her childhood trauma (she killed her own mother).
It’s all well executed, albeit pretty by-the-numbers and unnecessary.
