No, this is not canon.
Garth Ennis’ first Punisher comic isn’t his best, but it was both fun and groundbreaking. It represented the first “Somebody Kills Everybody” book in Marvel’s history, and would be followed by many volumes of copycat books (several starring Deadpool).
You can see the origins of Ennis’ “The Boys” comic here: In this universe, Frank Castle’s family is killed as collateral damage during another big superhero battle, and he becomes Punisher to get revenge.

It’s simple. It’s funny. It’s a pleasant 10-minute distraction.
It’s also very violent, of course. He starts with Spider-Man and Venom.

It’s then a “how many different ways can Frank Castle murder people” story. Punisher beats Doctor Doom to death with a hammer. He nukes the X-Men after gunning down Cyclops.
It’s been reprinted several times–track down a copy if you want more mayhem in your life.
