Thunderbolts: Desperate Measures (2007)

Penance and Bullseye go after Americop in this one shot. 

The whole mission is a test, set up by Thunderbolts administrator Norman Osborn, to see if Penance is willing to go as far as a psychopathic killer like Bullseye in order to complete the mission.  Penance isn’t willing to kill, but in the end he does blow up Osborn’s souped-up iPhone and breaks the Director’s finger.  

That earns Osborn’s respect.

Paul Jenkins can write the Hell out of Penance, but he’s not as good with Osborn.
